In Missouri you can't move anywhere without the consent of the non-custodial parent or the permission of a court. In Illinois, you can technically move up to 100 miles within the state's borders but cannot move even one mile across the river into St. Louis without the non-custodial parent's consent or court approval.

Parental Relocation Laws in Missouri and Illinois
In Missouri non-custodial parents must also be given at least 60 days notice (sent by certified mail with a return receipt requested). In Illinois, moving across state lines or more than 100 miles away requires 30 days notice to the non-custodial parent. These deadlines cannot, we repeat, cannot be missed.
Parental relocation notices should also include any relevant documentation and explanations as to when, where, why and how it will affect current custody and visitation terms. The non-custodial parent then has 30 days to challenge the proposed move (21 days in Illinois) and show that it would not be in the best interest of the children. If the move is challenged, the parent seeking to relocate will have a limited amount of time to respond, after which the matter will be resolved by the court after a hearing.
